Raleigh, Feb. 2. The Senate wh-j called to order at half past ten o'clock. Mr. Wilson, from tlie Committee on the Judiciary, to whom was referred a bill for the relief of Guardians and minor children. reported back the same and recommended that no farther legislation be adopted on this j subject.' By the same, to whom was referred a res olution instructing them to inquire into the expediency of passing some law empower ing Executors, Administrators and Guar dians to compromise claims with persons who may be indebted to their wards and es tates, considered the same, and do not think any such legislation is required, that Trus tees acting in good faith, are clothed with that authority as the law now stands, and the committee ask to be discharged. Mr. Ayery, from the Committee on the Judiciary, to whom was re-committed a bill to protect landlords against insolvent ten ants, with a substitute for the same, recom mended the passage of the original bill. Mr. Cunningham from the Committee on Propositions and Grievances, to w hom w as referred a resolution relitive to furnishing artificial limbs to disabled soldiers, proposed several amendments and recommended its passage. Mr. McCorklc, from the Committee on the Judiciary, to whom was referred a bill to better secure payment for rents, had consid ered the same and asked to be discharged froin its further consideration. Mr. Koonce from the Committee on Inter nal Improvement, to whom was referred a bill relative to the consolidation of the At lantic and N. C. and the N. C. Railroad Companies, had considered the same and recommended its passage. RESOLUTIONS AND BILLS. 3Ir. Wiggins, a bill from the Committee ou Finance authorizing the issue of new bonds to the Western Railroad Company in- ex change for bonds of the State, dated Oct. 1st, 1861. On motion of Mr. Leach the rules were suspended and the bill to incorporate New bern Lodge No. 245, A. Y. M., was taken up and passed its several readings. A message was received from the House transmitting a communication from the Gov ernor, relative to a j correspondence Avith a benevolent society of ladies in the city of t t.t . J . . r . , ? New York, proposing to furnish provisions to the needy of - this State, provided the State will repay the expense of freight. The House propose to refer the same to a joint select committee; .concurred in and the Speaker designated jMessrs. Harris of Frank lin, Caldwell and Kiel ly as the Senate branch of the committee. A message was received from the House transmitting a communication from the Governor, enclosing the report of the Presi dent and Directors ot the Wilmington and Weldon Railroad with a proposition to re fer the same to the committee on Finance, reference made. rniVATE BILLS. Bill to incorporate the Lexington Mining Company came up, .was amended, and pass ed under the suspension of the rules. Bill to incorporate the Fayetteville Street Railway Company, in the town of Fayette ville, came up and passed its several read ings. Bill to encourage emigratiou came up on its second reading, and on motion of Mr. Love, it was recommitted to the committee on Corporations. Bill to incorporate the North Carolina Dental Association came. up. On motion of Mr. Wilson it was amended. Some discus sion ensued, and on motion of Mr. Leach, it was recommitted to the Committee on Cor porations. Mr. Johnston, by leave, .reported a bill fromthe Committee on Corporations, to in corporate the American Mining and Manu facturing Company, proposing sundry amendments and recommending its pas sage. .
